Notes 6.9 Summary
• The Education Commission 1964-66 recommended that the Government of India should
issue a statement on the National Policy on Education which should provide guidance to
the State Governments and the local authorities in preparing and implementing educational
plans.
• The Ministry of Human Resource Development brought out a revised document 'National
Policy on Education 1986-A Presentation. This paper was discussed at the meetings of the
State Ministers of Education, the National Development Council and the Central Advisory
Board of Education. It was revised in the light of these discussions and the, 'Draft National
Policy on Education 1986' was finally laid on the table of Parliament in the first week of
May, 1986.
The National Policy on Education was adopted by the Lok Sabha on May 8, 1986 and the
Rajya Sabha on May 13, 1986.
• Our ancient scriptures define education as that which liberates i.e., provides the instruments
for liberation from ignorance and oppression.
