Notes This Evaluation was asked both to look at the efficiency and effectiveness of how the Library has
achieved its developments, along with a strategic consideration of the organizational and operational
environment within which the Library can best innovate for the future needs of its user community.
The specific evaluation objectives were to:

• Provide the Library with a strategic focus for the expansion of documentation, and the quality
of direct services for the target user populations;
• Define the technical and human resources, and budget that would allow the Library to achieve
these goals. In addressing the objectives the evaluation methodology used the following
information gathering activities:
• An Online Survey, and Focus Groups where users and non-users were able to provide opinions
about their information needs, (for users) their experiences when using Library services, and
their recommendations about how the Library could develop services to meet their information
