          Introduction

          In previous unit, we dealt with the concept of quality, the process steps in TQM, its principles,
          framework and the basic elements of TQM. We also discussed some of the barriers and benefits
          of TQM. This unit will help you to understand the importance of leadership in TQM.

          There is no universal definition of leadership and indeed many books have been devoted to the
          topic of leadership. James MacGregor Burns, in his book Leadership, describes a leader as one
          who instills purposes, not one who controls by brute force. A leader strengthens and inspires the
          followers to accomplish shared goals. Leaders shape the organization’s values, promote the
          organization’s values, protect the organization’s values and exemplify the organization’s values.
          Ultimately, Burns says, “Leaders and followers raise one another to higher levels of motivation
